SB16

SB16 POISED TO MOVE - RAISE YOUR VOICE
by Carol Snyder, District 205 PTA Council Legislative Chair

Senate Bill 16 (SB16) significantly rewrites the Illinois school funding formula, stripping many school districts of a substantial portion of their general state aid while funneling that money to Chicago Public Schools and other property tax-poor school districts across Illinois.  If SB16 passes, Elmhurst District 205 is estimated to lose $4.5 million annually in state funding under the current proposal.

SB16 is scheduled for a joint hearing in the House on Tuesday, November 18th, 2014.  This hearing will likely reveal proposed amendments to the bill, which have been discussed in closed-door meetings hosted by House Speaker Mike Madigan over the past few months.  There is no word on whether or not a vote will be called.  However, Representative Barbara Wheeler recently warned that, "The fact that the hearing has been scheduled now rather than waiting until the new General Assembly is seated in January suggests that we may see movement of this bill during the lame duck session, when outgoing lawmakers are enticed to make unpopular votes."

As previously reported, not all proposed amendments to SB16 are favorable, such as the so-called "pension shift".  House Speaker Madigan is an outspoken supporter of the pension shift, which reduces the state's obligation to fund public pensions and saddles local property taxpayers with the bill.  What this would mean for you is significant property tax increases along with significant cuts impacting your children's classrooms.  Illinois currently has a $100 billion public pension deficit, which ranks as worst-in-the-nation.  Illinois also has the second-highest property taxes in the nation.

WHAT YOU CAN DO NOW
1. Create a Witness Slip stating your position as an "opponent" of SB16 This will become part of the official record of the IL General Assembly.
    A few helpful tips:
        • under "Firm/Business/Agency" enter "Elmhurst District 205" or "taxpayer"
        • under "Representation" enter "self" or "family"
        • under "Position" select "Opponent"
        • under "Testimony" enter "Record of Appearance only",  or you can have your written comments supplied to the General Assembly (optional).
                - If submitting written testimony, clearly marked the top of the page as "SB16 Testimony" and include your name and address.
                - You may fax your written testimony to 217-557-2165.
                - You may mail your written testimony to Illinois State House, Room 426, 401 S. Second Street, Springfield, IL 62706

2. Contact your State Senator and State Representative and tell them to vote NO on SB16.
Look them up here.

Help Finish the Bottle Cap Mosaic!

The PTA Go Green Committee needs more plastic bottle caps to finish the three-panel mosaic that was started last spring during Earth Week. We need these colors: BLUES, GREENS, BROWNS, GRAYS, PURPLES & BLACK from milk jugs, beverage bottles - you name it! Please wash caps thoroughly in warm, soapy water. No nut butter caps please. A collection bin is in the main hallway.

The Yearbook Needs Your Pictures!

Please start sending your beginning of the year pictures to Susan Smentek @ sirensinger@comcast.net . We're looking for smiling faces as well as kids in action from all grades from the Ice Cream Social, First Day (bus stop & neighborhood blocks may also be submitted), Hot Dog Lunch & student/teacher photos.  Any picture to help preserve a Hawthorne School memory can be submitted.

Quick requests & suggestions-
1.  Label the student's name, teacher or grade when possible (it helps us try to get all kids/classes/grades in candid pictures)
2.  Send pictures with best best quality resolution option from newer cell phones or from cameras
3.  Send pictures with groups of students as well as your individual child (we try to avoid multiple pictures of the same single child)
4.  Send your favorite pictures (preferably no "bunny ears", closed eyes, blurry or silly faces- unless they can be cropped out)

More information about submitting yearbook photos is in the PTA locker.  2014-2015 Yearbooks can already be purchased at the PTA Webstore for $14.

Thanks in advance for helping us make this yearbook special for all our Hawthorne students!
